Ballots with 25% shaded circles should be tested to determine if these were shaded with pens or with stencils


One theory making the rounds about the enormous number of ballots with circles only partially-shaded is that stencils could have been used to mass-fill these ballots.

To rule out this theory, it might be worthwhile examining these ballots at a microscopic level to see if there is evidence that these shade marks were actually made with a pen wielded by an individual voter.

A hypothetical sample ballot enlarged to allow closer examination of possible differences in shading patterns.

If indeed some kind of mass-shading mechanism was employed by the Robredo camp to pad votes, these would bear a clearly different "signature" to a conventional and legitimately shaded ballot circle.
