One theory making the rounds about the enormous number of ballots with circles only partially-shaded is that stencils could have been used to mass-fill these ballots.
To rule out this theory, it might be worthwhile examining these ballots at a microscopic level to see if there is evidence that these shade marks were actually made with a pen wielded by an individual voter.

If indeed some kind of mass-shading mechanism was employed by the Robredo camp to pad votes, these would bear a clearly different "signature" to a conventional and legitimately shaded ballot circle.
